I think you will need more than that to build a decent robot. If you are planning to build an NXT based robot, you'll need about $250. The time line should be fine, though, depending on what you are intending to make. I think the first thing you need to figure out is what you want to make and then see if it fits the budget you have in mind.

Also, in future do not hijack someone else's thread with something completely unrelated. It's really frowned upon on most forums and can lead to having you post removed or worse, being banned.

I think it really depends on what you mean by build a robot.
You can repurpose a radio controlled car using an Arduino or parallax Micro Controller.

Arduino's start at 30 dollars or you build your own for less.

While the Lego system is by far one of the easiest to start with.
The Parts are numerous and the system is relatively easy to build yourself it's not the cheapest.

The NXT Brick is around 150 dollars by itself. And this doesn't include any parts.

The Base kit is a good starting point but is currently running over 250 dollars US.
