I may be a bit biased, but I would disagree with the sentiment that ROBOTC is inferior in this (or any) case

You can absolutely download your programs directly instead of using the VEXNet system; do so so, simply navigate to the 'Robot -> VEX Cortex Communication Mode -> USB Only' menu option (highlighted below), then compile and download the program to your robot. Once the program is on your robot, you will need to power cycle the robot (remove the USB cable from the Cortex and turn it off, then turn it on again) for the setting to be saved internally.

To start the program, simply turn on the Cortex. If you'd like to use a remote control program without connecting the VEXNet system, you can tether the Cortex and VEXNet controller together directly using the USB A-to-A cable. To revert to using the VEXNet system, simply change the VEX Cortex Communication Mode to VEXNet or USB (or Competition (VEXNet) if using a competition switch), download the program, and powercycle the robot again.
