This appears to be a Windows error that appears when the .NET framework is damaged or corrupted. To fix this, navigate to the Windows Control Panel (Windows + X keyboard shortcut from the Desktop), navigate to the Add/Remove Programs, click on the .NET framework and select the 'Repair' option that appears.
If this doesn't work, you may need to reinstall the .NET framework from scratch; in this case, uninstall the .NET framework the download and install the new installation from Microsoft's website:
http://www.microsoft.com/en-us/download ... px?id=6523If reinstalling the .NET framework doesn't solve the issue, you will need to contact your IT department or a qualified technician to see what the underlying problem could be; from what I've been able to research on this issue, it could be caused by corrupt files, invalid registry entries, or possible viral infections (amongst other things).
