Post small movement velocity
If I try to move at a low speed with a command like forward(1,seconds,8) there is no robot motion at all. If I raise the speed to 20, forward(1,seconds,20), the robot moves just fine.

This is correct; very low power levels applied to a motor (such as a power level of 8 ) are usually not enough to actually move the robot. This is due to several factors such as the robot's weight, friction in the drive train, the specific type of motor being used, etc. Note, however, that the motor is still being supplied current and is still draining power from the battery when a small power level is applied to it.
