The Virtual Worlds and ROBOTC licenses are two separate licenses, and will determine where you can send the code you've created in the ROBOTC environment to. A Robot Virtual Worlds license allows you to send your VEX Cortex and VEX IQ code to a Virtual Worlds level (and program the Virtual World robot models), while a ROBOTC license allows you to send your code to a physical VEX Cortex or VEX IQ robot.
